This is to ensure that any structures erected within the city limits, comply with the city by-laws relevant to safety, types of material used, as well as compliance as far as height, area and property boundaries are concerned. This includes something as simple as a carport/awning or a fence, to something as complicated as a retaining wall or a granny flat.

There are huge financial implications for home-owners that do not get plans passed. In addition to fines, if you erect a structure without getting the necessary plans approved, you take the risk of the getting an "order to demolish", which will cost you thousands AND much of the construction material used would probably rendered useless.

The age of the original building is relevant to getting approval from AMAFA - The Institute. Any building, (even a private home) that is over 60 years old, is protected by legislation. All compliance processes for development, structural/visual changes to protected buildings are administered from the Pietermaritzburg office.

Another aspect often not considered by home owners arises when they are wanting to sell the property. If there are "illegal" structures/alterations done on the property that do not reflect on the last set of plans filed with the municipality, there is the possibility that any sale of the property could be jeopardised.
